Yes there is!
All you need to do is click on Home, then Customization. In the field labelled Terms and Conditions Message Displayed on Login, you can enter the message that you want displayed to your users.
Once you enter the message and click on Update Program Settings at the bottom of the page, your learners will be prompted to either accept or decline the Terms & Conditions when they try to log in. If they opt to decline, they will not be able to log in until they click on the OK button.
